The AllenCo La Cienega Oil Production facility, located in the University Park neighborhood of the City of Los Angeles, was voluntarily shut down in 2014 due to emissions complaints from residents and a lawsuit from Los Angeles City Attorneys.
AllenCo contacted DPSI to develop a Pipeline Manage Plan (PMP) as required by the California Department of Conservation, Division of Oil, Gas, and Geothermal Resources (DOGGR). The requirements of the PMP include, at a minimum, the following:
AllenCo contacted DPSI’s Mechanical Integrity division to perform and implement a Mechanical Integrity Program that satisfies the requirements set forth in Assembly Bills (AB) 1960 and 1420. The requirements include visual and ultrasonic thickness inspections of all the existing pipelines, pressure vessels, and tanks at the La Cienega facility. The Mechanical Integrity Program and the Pipeline Management Plan allows AllenCo to resume production after the facility has been idle for nearly 5 years.
