Central Generation Plant 2 Air Flasks Coating | Fountain Valley, CA

The Orange County Sanitation District (OCSD) is responsible for safely collecting, treating and disposing the wastewater generated by 2.5 million people living in a 479-square-mile area of central and northwest Orange County. OCSD has two operating facilities that treat wastewater from residential, commercial and industrial sources. 

DPSI was hired by OCSD to perform coating application and inspections on four (4) air flasks located in the basement of Plant #2 in Fountain Valley, California. 

This project was a high safety concern and risk due to the four Air Flasks being located in the basement of Plant #2, as well as the small 18″ x 12″ diameter manway on each vessel. A full emergency rescue plan was completed, reviewed and approved by OCSD prior to work beginning. On site Confined Space Rescue Team, entry supervisor and attendant were on site during all vessel entries.

The project was completed safely with no safety concerns as well as being on time and within budget.

DPSI’s scope of work included:

  • External pressure washes of Air Flasks with 2 coat maintenance Devoe coating system application and SSPC QP-5 inspection.
  • Internally removed all existing coal tar epoxy and applied a single thick film International epoxy and SSPC QP-5 inspection.
  • Performed project management, confined space rescue, and prepared cleaning and emergency rescue plans.
  • Prepared a final inspection report with material usage documentation for the four Air Flasks completed.
