Pacific Coast Energy Company (PCEC) required assistance with optimizing their oil dehydration plant processes. Previous work had identified bottlenecks in the system which limited the facility’s capacity. PCEC retained DPSI to design the changes needed to increase capacity and accommodate production from new wells. DPSI assisted PCEC with upgrades to piping, vessels, pumps, tanks, equipment, electrical power distribution, and instrumentation/controls. DPSI also provided Conceptual Design services for PCEC’s Orcutt Hill Resource Enhancement Plan (OHREP). The OHREP expansion includes eight new cyclically-driven well pods, two new equipment pads, and the drilling of 96 new oil and gas wells.

DPSI’s ongoing scope of work includes:

  • Preparation of the Design Basis Document
  • Specifications for piping, coatings, heat exchangers, vessels and pumps
  • Hydraulic calculations, process flow, piping and instrumentation diagrams
  • Piping plans, isometric drawings, and 3D model of facility
  • Manual, control and safety valve sizing and datasheet preparation
  • Sizing of production separators, gas scrubbers and pumps
  • Comparison of equipment vendor proposals and master equipment list 
  • Engineering approval of vendor equipment calculations/shop drawings
  • Engineering approval of general arrangement drawings
  • Structural foundation design, drawings and permitting
  • Electrical power, controls and automation design and drawings
  • Facility 3D scanning for accurate location of existing piping to tie new systems into
  • Facilitation of HAZOP and generation of report
  • Preparation of mechanical, electrical and instrumentation as-built drawings
  • Management of project cost estimating and scheduling
  • Development of master document register including all drawings and documents
  • Management of project close-out binders and electronic file transfers
  • ProCore (web based data storage) site development and maintenance
  • Onsite engineering support and coordination of all engineering disciplines
